Is this story idea any good, and how can I make it better?

Sofia Balakova is the only daughter of a Bulgarian Baron in the last 19th century. She has been sent by her father to live in their English manor house, along with her governess, Katarina. In England, when she has got off a train she is pick pocketed by an 18 year old boy called Thomas whose staying there to look after his sick mother as he has been allowed a few days away from his work. Once arriving at the manor, Sofia finds that Thomas is the stable-hand there, and therefore her servant. Love blossoms between the two, but then Thomas is thrown in prison for theft at the same time that Sofia is called back to Bulgaria by her father. Sofia is told by her father that he is dying, and that she is the heir to the Balakova fortune, and she will take over from her father. After her father dies and she becomes the Baroness, but first she has to go through with an arrranged marriage her father planned. Sofia has to make a choice, a happy life full of conforts with a man she doesn't know, or a struggling life with her true love.
