Is plastic surgery actually allowed for surgery survivors?

I had major surgery when I was a baby and I suffer socially-it seems like plastic surgery on a real surgery scar would be extremely risky. Why are people so mean to people who look different? Obviously they can tell it's surgery and not a freak accident or something.
