Help with joist design on a deck?

I have a question on Virginia building codes and joist placement, so an actual layout, or where to find good intel. The decking is to run widthwise, long side against the house (33' L x 10'W x 2' H). If joists were perpendicular to the house, plans call for posts every 48'' and joists 18" OC). So my question is, how do I plan for decking running perpendicular to the house..as normally there would be joists perp to the stringer, (also post dimension, post and joist spacing..how much blocking between joists.)
